The Finance department oversees the City of Franklin's assets and protects its resources for Franklin citizens. In this way, the department supports the City of Franklin's overall mission to provide security and opportunities for economic prosperity to all of its citizens and to create an environment that is nurturing and empowering for families.

Bianca Ferguson, Director of Finance, manages the Finance Department for the City of Franklin. Her professional career began as a summer intern with the City of Franklin. She worked with Mayor Raymond Harris, who was then Chief Financial Officer for the City of Franklin, as his assistant. She attended the University of Louisiana at Lafayette where she received her BS and is currently working on her MBA. Upon graduation from the University of Louisiana at Lafayette, Ferguson returned to the City of Franklin as the Accounts Payable Budget Officer; later becoming Director of Finance. She spent two years in corporate America as a Finance Director and Senior Budget Analyst. Ferguson returned to the City of Franklin in December of 2009 as Director of Finance. "I believe there is nothing like working for the place where my roots where established."

Nicole Guillotte has been with the City of Franklin for over three years and has over ten years of financial experience. Having worked at a local bank for more than seven years and as a former manager of a mortgage company in Lafayette, she loves working in finance. She is a native of Franklin and loves her job and the people she works with.

Granderson currently serves as Purchasing Agent and has been employed with the City Of Franklin for eighteen years. He served in the U.S. Marine Corps for eight years and is a Vietnam Era Veteran. Granderson is a life long resident of Franklin.

A.J. Baham
Human Resources Administrator / Payroll Clerk

A.J. Baham has been employed for more than thirty-seven years with the City of Franklin. Since the late 70s he has worked in the human resources/payroll department. He was also supervisor of the billing and collections department for the City of Franklin. He supervised four employees in the billing department while handling the human resources/payroll department at the same time. He has experience in administrative and employee management. He also has experience in operation, maintenance, and repair of all types of machines used at the City Hall in Franklin. He previously belonged to the Franklin Jaycees, the Franklin Volunteer Fire Department, and is currently a member of the Louisiana Beekeepers Association. He has received trophies on two occasions, as Poet of the Year for the years of 2002 and 2003, from the International Poetry Society. He is a dedicated employee and has worked under six mayors for the City of Franklin.
